9/9's Dateline did a feature on the June 2002 5-part front page series co-authored by Marc Schleifstein in the New Orleans' Times-Picayune: it warned that a direct hurricane hit on NO was inevitable and detailed the disaster that could ensue: Turns out to have been prophetic: it details what in fact just happened.
Also Dateline featured the 2002 Federally Funded study of the possibility of a hurricane hit in NO.: quite detailed: The mock situation was called "Hurricane Pam".... again predicting what was a likelihood of happening: Reports sent to the Feds, etc. Nothing was done with this information

I saw that same Dateline. And similar shows earlier. I'm still digesting how I should think about my own reaction. It's clear that multiple people and organizations fell down in deplorable ways. Some of it is humans being human and demonstrating the normal limits of humanity. But some of it is people doing a bad job and they should not be rewarded for their failures. I've written in the past how people, in general, may do a horrible job comprehending the reality of probabilities and dealing with it. But the world is full of exceptional people. And the leaders of FEMA should be those exceptional people.
