It only takes ratification by two-thirds of the states to amend the US Constitution. Did all the states eventually get around to ratifying the Bill of Rights? Have all the states eventually gotten around to ratifying all the amendments?
I don't know the answers. Just posing the questions.

The answer is yes. There were plenty of proposed amendments along the way which passed Congress but didn’t get two thirds of the states to agree within a ten-year span. The last one, I think, may have been the Equal Rights Amendment in the 70s, which would have forbidden discrimination on the basis of gender.
